All 753 local levels have been instructed not to hire teachers by the Education and Human Resource Development Center.
The program has been approved for implementation at the local level in the form of conditional grants for the school education sector plan in the budget for this financial year, and a notification was recently issued by the Center asking not to appoint teachers. Similarly, for the current fiscal year 2078/79, the Center has been instructed not to hire more professors than the funding and grant quota.
